Caroline first appeared on ITV's The Bill as WPC Rosie Fox in August 1998 for four episodes. The character, along with PC Eddie Santini (Michael Higgs), was the centre of a gripping storyline on sexual harrassment in the Met which attracted more than 11.5 million viewers and kicked off TB's new one-hour long format.

Eight months later the character returned as a Detective Sergeant and finally returned in April 2000 for a feature-length episode, The Trial of Eddie Santini.
